NY’s Million Dollar Baby curriculum

Our district has produced many excellent curriculum projects. Generally, they cost between 500 and one thousand dollars.
Why is NYS paying in excess of one million dollars for Kindergarten curriculum modules in math? Even if the curriculum is 500 pages long, that is 2 thousand dollars a page.
Over 28 million for K-12 math and ELA modules–more than 2 million a grade level?
Common Core Inc’s 2011 financials were 427K.  In their 990, they spell the word, ‘curriculum’ wrong twice. You can see the 990 here:2011-commoncoreinc-9
So, how come they received 14 million plus to develop math modules?
I think there are many questions to be asked and answered about all of the vendors and their million dollar babies.
